[SMT-PAIG] Ballot for updated by-laws (vote by March 9)

Dear PAIG members,

After reviewing your feedback on the proposed updates to our interest
group's by-laws, we have determined that no further changes needed to be
made. As such, we are now opening the anonymized ballot for you to vote on
the updated by-laws (attached).

The
ballot will close at 5:00 PM EST on Sunday, March 9. Please note that a ⅔
majority of votes cast are required in order to approve the amendments.
Without a quorum of at least 10 members, voting must be redone.
